Regional integrated solid waste management planning in Brazil, main challenges and opportunities: case of th Metropolitan Region of Baixada Santista, São Paulo, Brazil

Abstract:

This article aims to present the development of the Baixada Santista Regional Waste Plan and outline the primary challenges and opportunities in regional planning. The Baixada Santista Metropolitan Region, located in the state of São Paulo, Brazil, comprises nine municipalities along the southern coast: Bertioga, Cubatão, Guarujá, Itanhaém, Mongaguá, Peruíbe, Praia Grande, Santos, and São Vicente, covering an area of 2,373 km². In this region, only a small portion of municipal solid waste (approximately 3%) is currently recycled, with the majority being sent to landfills. The estimated daily waste generation in the region is 1,856 tons, resulting in a per capita waste production of 0.99 kg per day. The Baixada Santista Regional Integrated Solid Waste Management Plan (ISWM) was published in 2018 to aid in the planning and coordination of solid waste management actions. This plan represents a collaborative effort to identify economically, socially, and environmentally viable solutions for solid waste, considering the unique challenges and constraints of the region. Prominent challenges include managing landfills at the end of their lifecycle due to limitations on implementing new disposal systems, demands from organized civil society for improvements in sorting facilities and waste picker conditions, and a push for expanding the circular economy. Economic disparities among cities, resulting in high waste management costs, also present challenges, along with the need for technologies that enhance materials and energy recovery. The Baixada Santista ISWM Plan can be seen as a milestone in understanding and addressing solid waste issues in the region. It explores challenges and opportunities to facilitate collaborative efforts among municipalities. Key challenges include promoting cooperation among multiple cities, addressing political and administrative discontinuities, community engagement, and balancing environmental, economic, and social considerations while addressing financing and regulation. Significant opportunities exist in improving waste management practices, establishing a governing body, enhancing materials and energy recovery, achieving better environmental and social outcomes, realizing cost savings, and improving service quality. In summary, the plan represents a significant step forward in addressing the complex issue of solid waste in the Baixada Santista region, emphasizing the importance of collaboration among municipalities while addressing challenges and seizing opportunities
