Abstract:
The Technology Parks have received special attention in Brazil regarding the policies of incentive to Research, Development and Innovation. The implementation of parks was part of programs and strategic actions of regional and local development. In 2006, the State of São Paulo created the Paulista System of Technology Parks (SPTec) with the objective of managing the new investments. The SPTec created an institutional structure that allowed the development of technical support activities, articulating public administration bodies and the private sector, favoring the consolidation of an effective instrument for the formulation of scientific policies to state. In this sense, the creation of the Technology Park of São José dos Campos aimed to attract universities, research institutions and public and private companies, seeking to facilitate the exchange of information between the agents, promoting the local innovation. The objective of this article is to verify the effectiveness of the Technology Park of São José dos Campos as instruments of technological, competitive and social development using indicators based on the perception of its main stakeholders. This research will contribute to the identification of dimensions that compile the main points for performance measurement of technology parks based on a triple helix structure including university, government and business. The single case study strategy was chosen to observe in detail the structure of the São José dos Campos Technology Park and to learn lessons that can help new models of technology parks and public policies that address the structuring of innovative environments.
