Abstracts:
The step of monitoring the installation and operation of projects is recognized worldwide as essential to the effectiveness of the process of Environmental Impact Assessment. However, as several authors, this step is still showing as the weakest link of the process in most jurisdictions in which it is adopted. In Brazil, the practice seems not escape the rule. In the State of São Paulo, in particular, even though the content of the previous studies of impact is assessed for compliance with requirements, through control procedures associated with environmental licensing, no specific regulations for implementation of environmental monitoring. However, in the case of road projects executed in the last decades, there are records of experiences of environmental monitoring propelling the dissemination of best practices and new paradigms. Thus, based on the monitoring aspects of geoenvironmental in cases of recent road works in the State of São Paulo, analyzes the evolution of practices developed from the point of view of technical and managerial. Select up three projects: construction of the highway lane descending Immigrants, doubling Raposo Tavares highway and construction of the ring road south of São Paulo. The methods used in the analysis allow collate the contents of the previous studies about the impacts occurred and the corresponding mitigation measures implemented. They use data from documents containing reports of field activities. The results show a tendency of improvement of post-approval phase, reflecting the improvement of the earlier studies and the environmental management of the enterprise itself
