Abstract:
Ethanol from sugar cane stands on the world stage as a biofuel that contributes to the reduction of GHG emissions and energy security. Currently, Brazil is the largest producer of ethanol from sugarcane in the world, and the state of São Paulo is responsible for almost 60% of Brazilian production. Despite its potential benefits, ethanol production can cause significant direct and indirect environmental impacts, besides causing impacts that can combine and persist over time. In order to incorporate principles of sustainability into decision-making sector, highlights the importance of considering cumulative impacts caused by ethanol production. Due to the spread of the sugarcane industry in the state of São Paulo, there is need for a proper assessment of those impacts even during the demonstration phase of environmental viability of projects, preparation of Environmental Impact Assessments (EIA). For this it is necessary to perform basic procedures related to Cumulative Impact Assessment (CIA). As it is also important to define what approach to be used for their insertion in environmental assessments. Thus, this article aims to analyze which elements of the AIC are incorporated in the EIA Paulo sugarcane industry. For this, we used the literature review and documentary analysis of EIAs of São Paulo sugarcane industry. The results showed that despite the consideration of some elements of the AIC, there is no mention directly the term cumulative impact but also no your assessment, possibly due to lack of technical direction for its realization. Nevertheless, the evaluation of this type of impact on EIAs could be based on the approach of a single project, this being even more restrictive. Thus, from the limitations encountered concludes that efforts are needed to establish requirements, procedures and methods to be employed in the assessment of cumulative impacts and to define the inclusion of AIC in the Terms of Reference issued for the preparation of EIAs
