Abstract:
This work is part of a program developed in the City of São Roque that aims to regularize the land use of precarious housing and irregular allotments. To assist the municipal action, the São Roque city council appointed the Institute for Technological Research of State of São Paulo (IPT) to perform the risk mapping and APPs (Permanent Preservation Areas) delimitation in twenty-two priority areas. The risk mapping was carried out according to the methodology developed by the Ministry of Cities and the IPT (2007). The APPs were delimited based on mathematical functions available in the geographic information system (GIS) and using criteria of the Federal Law 12,651/2012. High risk sectors (R3) for landslides were identified in five priority areas and a high risk sector (R3) for floods in one area. Different aspects of APPs were identified: APPs in consolidated urban area, where the alteration of the natural environment and its functions (established by legislation) are strong; and also APP with low density of land use (farms, recreational sites or ranches), especially in rural-urban transition areas. The treatment to be given in both cases (risk and APP) depends of a public and social character assessment, considering technical, economic and also the legal issues.
