Abstract:
The definition of the criteria adopted in the delineation of the “area of influence” during the elaboration of Environmental Impact Assessments (EIA) of new business still being poorly discussed in the technical-scientific extent. Generally, the so-called “study areas” are defined early in the preparation of corresponding Environmental Impact Statement (EIS), which often end up not covering the breadth of the predicted territorial impacts, as well as all the susceptible areas of affectation in the face of specific aspects related to the project. As a result, there are doubts and disputes regarding the extent of the predicted impacts, which tends to reflect the relative effectiveness of the process. Considering the Brazilian context, this paper includes the results of survey and analysis of the criteria adopted in the preparation of the studies. This paper considered both the practices employed by technical teams linked to environmental consulting firms entrusted with its implementation, and the parameters used by environmental public agencies involved in analysis. It was also discussed consequences arising from the delimitation of areas in the procedures and costs related to studies development. It presents the analysis of data obtained in available Terms of Reference, concluded Environmental Impact Statements, and also consultation with professionals working in this context. The results obtained propitiate to point out some issues that must be addressed in order to enhance the current criteria and reduce the uncertainty which surround the definition of “areas of influence” as well as general recommendations for the appropriate inclusion of the subject in the assessment process Environmental Impact Assessment
