Building with change of use: the case of the international Broadcasting Center Rio 2016 game mode and legacy mode

The International Broadcasting Center (IBC) consists of a building that hosts broadcasting operations for Olympic Broadcasting Services (OBS) during the Olympic Games. The OBS is responsible for delivering the images and sounds of the games to viewers, producing and broadcasting radio and television coverage of all sports. The IBC Rio 2016 was an integral part of the Rio 2016 Olympic Park. At the Olympic Games Rio 2016, it was the first time that this building, part of the media complex, was built by the private initiative. In this way, it was tried not to repeat the experiences of other host cities, in which the Public Authority assumed the integral responsibility of construction of the IBC and later there were djfflculties in making the building’s applicability feasible. In the 2016 Olympics, the private initiative starts to technically discuss the efficient use of the building in games mode, the change of use of the building and the flexibility of the architecture for rehabilitation in legacy mode. This work will evaluate the requirements and criteria, required by Olympic Broadcasting Services for the implementation of this building, based on ISO 6241: 1984 – "Performance standards in building – Principles for their preparation and factors to be considered", seeking to clarify and bring to light the technical discussion that took place for the Rio 2016 Games, allowing forfuture experiences to evaluate moreflexible and economical alternatives.
