Poluição difusa em AIA: o caso do rodoanel sul de São Paulo

Abstract:

This article summarizes the main activities related to the development of a system for monitoring and controlling nonpoint source pollution generated by the operation of the Rodoanel South of São Paulo (SP-21), structured due to its Environmental Impact Assessment (EIA). Unusual in Brazil, the proposition and execution of this type of program into EIA context tends to acquire relevance in watershed areas dedicated to public water supply, since it is intended to mitigate potential environmental impacts. The main objective is to present the main activities aimed to structure the system, highlighting aspects that tend to improve this subject in new projects. Working methods consisted of description of legal and institutional context, characterization of pollutant loads, estimative of discharges, evaluation of sensitivity, definition of critical points, water sampling at selected points and proposal of solutions. Results indicate that the development of the system was benefited by the integration of measures adopted in different stages, reflecting the inducing effect brought by its EIA process.
