Abstract:
The PATEM Program (Municipality Technological Support Program) was created in April 1989 by the Department of Development of the State of São Paulo, and, since then, it has been conducted in partnership with the Institute for Technological Research of São Paulo State (IPT). The Program was created by the State Government as a way to organize and to respond to the frequent requests for technological support presented by municipalities to the state authorities. Celebrating the 30 years of PATEM, an evaluation of the Program was carried out through eight case studies in order to assess the impacts of IPT on the served municipalities. This evaluation was performed with the support of 11 undergraduate Public Policy Management students from the School of Arts, Sciences and Humanities / University of São Paulo (EACH-USP), working as consultants for Vertuno Junior Enterprise. For this assessment, on-site interviews with municipal managers and professionals, responsible for the implementation of the IPT´s recommendations, were carried out. In some cases, the target population was also interviewed. The selection of the case studies was based on the most frequent requests asked by the municipalities between 2010 and 2018. The selected cases were: Aparecida, Arujá; Capivari; Cunha; Limeira; Monteiro Lobato; São Luiz do Paraitinga; and the Southwest Subregion of São Paulo Metropolitan Area (Cotia, Embu das Artes, Embu-Guaçu, Itapecerica da Serra, Juquitiba, São Lourenço da Serra, Taboão da Serra and Vargem Grande Paulista). The interviews indicate that the Program was successful in achieving their main objectives, bringing together the IPT teams and public servants in municipalities and helping the local governments and, in many cases, solving their problems for the benefit of the local society and the development of the their regions.
